Privacy Governance Challenges in AI-Enabled Banking Surveillance Systems: From Compliance to Accountability

Background: AI technology has greatly improved banking surveillance by enhancing fraud detection, regulatory compliance, and risk management in the field. However, despite the benefits, there is a need for further studies on privacy governance problems and the factors that determine privacy accountability within AI-based banking surveillance systems. This research seeks to explore the challenges in privacy governance and the factors that drive privacy accountability in AI-enabled banking surveillance systems in the United States. Methods: The study used a quantitative cross-sectional survey research design and a structured online questionnaire. Data were obtained from 165 banking professionals through purposive sampling. Six variables were used in the study including Data Privacy Governance, Regulatory Compliance Framework, AI Surveillance Transparency, Privacy Accountability, Customer Privacy Protection, and Ethical AI Governance. Results: From the results, Ethical AI Governance had the highest level of implementation (67.9%) and readiness (63.0%). Data Privacy Breaches became the main governance issue since 41.8% of respondents viewed it as such. Pearson correlation analysis indicated a strong positive correlation between Ethical AI Governance and Privacy Accountability (r = 0.742). Also, multiple regression analysis showed Ethical AI Governance as the strongest predictor of Privacy Accountability (β = 0.341) and explained 73.6% of the variance of the dependent variable. Conclusion: It has been found that for successful privacy governance, one needs to include ethical AI, data governance, regulation, and transparency of AI in the process. This will improve privacy accountability and help to adopt AI surveillance in banking responsibly and sustainably.
